Day: April 25, 2004, Rotarians Against Malaria made the following
proclamation:
Know
all men and women by these presents:
To Rotary International President Jonathan B. Majiyagbe, Rotary International
President Elect Glenn E. Estess, Sr., Chairman of The Rotary Foundation,
James Lacy, and
To all the Distinguished Directors of Rotary International and The
Rotary Foundation and
To all Past Present and Future District Governors around the world
and
To the 1,250,000 Rotarians around the world,
In celebration of the 100th Anniversary of the founding of Rotary
International -
In support of the District Governors and Fellow Rotarians across all
Sub-Saharan Africa, who unanimously resolved the make Malaria their
cause for the Centenary Year of Rotary International, 2004-2005, and
In support of the Rotary International Health Concerns Committee,
authorized
by
the highest levels of Rotary International, which has voted to accept
Malaria Control in Africa as a major cause of Health Concerns Committee,
Understanding that the first and foremost cause of Rotary International
is the Eradication of Polio, as honoring the LEGACY OF POLIOPLUS,
Understanding Malaria to be one health cause of many for Rotary and
Rotarians, and NOT the Next PolioPlus,
As an expression of Gratitude for PolioPlus as the Greatest Legacy
of Rotary
International, indeed, In Recognition of the PolioPlus Program as
the Greatest Gift to all Humankind by any group in the history of
the world,
We, the undersigned, do hereby resolve:
Whereas the tropical disease Malaria has been proven to directly cause
over a million deaths annually -
Whereas
Malaria has significant negative impact on a host of other debilitating
childhood illnesses -
Whereas Malaria has significant negative impact the health and well-
being of both mothers and infants, before and after birth -
Whereas Malaria has a significant impact on the transmission, worsening
and ultimate death from HIV/AIDS -
Whereas Malaria has been proven a significant cause of malnutrition
-
Whereas Malaria costs sub-Saharan Africa an estimated $12 Billion
per year economically, and
Whereas Malaria afflicts the poor most of all and has been shown to
be a major cause of poverty in the countries where Malaria is found
-
AND FURTHERMORE -
Whereas Malaria PREVENTION through the use of Insecticide Treated
Nets has been repeatedly shown to reduce rates of malaria by half
or more -
Whereas a continous and adequate SUPPLY of APPROPRIATE MEDICINES to
treat
remaining cases of malaria have been too often scarce or unavailable
-
Whereas distributing Insecticide Treated Nets significantly reduces
the need
for use of hospitals and clinics, thus lifting much of the burden
on the entire healthcare system -
Whereas, through using the methods, known as The Rotary Model, developed
for
Polio Vaccination, the Measles Campaign has proven that it can deliver
an Insecticide Treated Net to over 80% of children in affected areas,
and can do so in a timely, efficient and cost effective way, importantly
providing the fullest coverage to the poorest of the poor than any
other method -
Whereas Reducing Malaria helps to BREAK THE VICIOUS CYCLE of disease,
death and poverty -
We hereby resolve that Rotarians around the world join together to
catalyse
efforts in the world community with local and international partners
in each
country to reduce malaria. Specifically, we resolve, alone and through
our
many partners, to organise and catalyse the following efforts:
1. To make available Insecticide Treated Nets for all children under
Age 5 and pregnant women,
2. To make available a Continuous and Adequate Supply of Appropriate
Medicines for all remaining cases of the disease,
3. To Provide Education on Malaria, thus to assure all health care
providers with adequate training in the causes, symptoms, treatments
of malaria,
4. To Assure said methods of prevention are known and implemented,
And thereby to set the stage for rapid and smooth distribution of
the eventual malaria vaccine and other vaccines and inputs of similar
effect, such as Insecticide Treated Nets, as they become available.
The Rotarians Against Malaria Committees around the world request
that The Rotary Foundations of each country facilitate these efforts
every way possible, including:
1. Establishment of 'conduit' accounts to receive donations from Rotarians
and the from corporations, foundations and the public at large for
the cause of malaria -
2. Issuance of Challenge Grants -
3. Seeking of Matching Funds from any and all sources -
4. Immediate channeling of any funds received directly to the purchase
of goods for achieving fuller malaria control faster and at lower
costs than would otherwise occur without Rotary Involvement.
Furthermore, the Rotarians Against Malaria Committees of Australia,
New Zealand and other countries in Asia respectfully submit that the
above resolution and efforts extend to the entire world and not be
